Why do the layoffs keep happening even after the budget was supposedly passed?

It has to do with the cuts that keep coming from Sacramento.  California is in such dire circumstances that the Legislature’s inability to figure out how to dig us out of this is resulting in the need to keep hacking away at expenditures.  Unfortunately, education is pretty low on this State’s priority list and though it’s not the only place cuts are being made, it’s certainly taking more than its share.  

As of June 30, the legislators and Governor were still unable to resolve the $24 billion shortfall. This basically means that we can no longer pay our creditors.  And it also means that more cuts are ahead.  To put it in perspective, according to an article on July 2 in Salon:

“Hundreds of thousands of children will lose their healthcare. Five thousand state workers will be laid off. Massive cuts will decimate education at every level. Social services will be slashed. Two hundred and twenty-nine parks, out of a total of 280, will be shut down. Even some of the state's landmarks may go on the auction block to raise money.”
